What Was Announced

Korea will pursue a Mega-District Special Act "within 2026" to shorten permitting and environmental assessment for its semiconductor, physical-AI and data-centre build-out. KRW 353T (~$249B) of corporate projects break ground or expand this year: KRW 246T (~$174B) from six companies in Chungcheong, SK Hynix, Samsung Electronics, Samsung Electro-Mechanics, Samsung Display, Samsung SDI and Naver, and KRW 107T (~$76B) from eight in Yeongnam, including Hyundai Motor, Hanwha, LG Innotek and Doosan.

In Honam, Gwangju air-base military facilities relocate by H2 2028, first-stage power lines deliver from end-2028, and 650,000 tonnes of water a day arrives by 2030 from recycled wastewater and three dams. Yongin's final power demand of 14.7GW is to be met by 2041. Semiconductor support comprises a KRW 1T (~$706M) ten-year large-small firm co-development programme, KRW 5T (~$3.5B) in trade finance for materials, parts and equipment exporters, and a further KRW 5T fund for those firms and fabless designers. Two new coordinating bodies were created: one in the presidential office, one under the Prime Minister.

What Was Not Said

Amount, no deadline: the two KRW 5T programmes carry no start date and no public-private split.

Deadline, no amount: the power lines, the water supply and the base relocation all have dates. None has a budget.

Deadline, no builder: Korea Electric Power (KEPCO) and K-water, which would build and fund it, were not named once.

Explicitly deferred: the plan to buy 700 humanoid and 1,000+ quadruped robots by 2030 went back for a demand survey, with no replacement number.

Absent from the room: the Employment and Labour Ministry is not in the attendee list; the Industry, Land, Defence and Climate ministers are.

Not addressed at all: transmission siting resistance, KEPCO's balance sheet and grid interconnection, the three items our Mega-Project tracker still marks at risk.
